According Spamhuas majority of botnets used by cyber criminals to target banking and financial sector for obtaining and exploiting information.
Spamhaus reviews the botnet threats were detected in 2014 and mentioned that botnet controllers (C&Cs) are hosted excessively on ISPs in countries with domain name registrar with the lax of law against cybercrime with weak and inefficient policies abuse detection and shutdown processes.
